Best and worst flag states named

The annual rankings of the world's flag states, issued by the Paris Memorandum of Understanding on Port State Control, placed Bermuda at the top of its list for 2008. The rankings, based on thousands of inspections across the world, has a "white" list of best performers (41 states), as well as a "grey" list, and a "black" list (21) of the worst performing flag states. The second and third best performers were France and the UK. The US has been relegated to the grey list.
 
The black list of poor performers includes Panama – the world's largest register – North Korea, Bolivia, Albania, Libya, Moldova, Dominica and Belize.
 
Ships registered with black-list flags are more liable to be inspected and to be banned from a region after multiple detentions.
