New international guide on rescuing migrants and refugees at sea

9 June 2017

The International Maritime Organization (IMO), United Nations High Commissioner for Refugees (UNHCR) and the International Chamber of Shipping have issued a joint guide to the principles and practices applying to rescues at sea, including migrants and refugees.

The guide, which is available in six languages, comes as the number of rescues in the Mediterranean Sea continues to rise, as well as deaths by drowning due to the use of overcrowded, unsafe boats by people smugglers, who cynically and criminally exploit refugees and migrants desperate to flee to Europe.

The guide was launched as an event at London's Queen Mary University discussed “unsafe mixed migration by sea” as part of the second annual conference of the refugee law initiative.
